When the Navy closed its base in North Charleston in 1996, it left dozens of historic buildings behind. After two decades of vacancy, many homes are being renovated to attract visitors and give the city a new vibrant core.

The North Charleston City Council has signed a plan to hire an interior design firm to convert an 1898 white cottage in the Cooper River Historic District into homestays. Finally, a bed and breakfast follows in a house from 1905 in a neighborhood that is already undergoing renovation.

Each step toward the completion of these projects realizes Mayor Keith Summey's larger vision to transform this district into a commercial center where locals and tourists alike can enjoy river views.

The city partners with the Charleston Naval Complex Redevelopment Authority, where Sean McDonell serves as engineer. The view of the Cooper River is just part of the area's appeal, he said.

"Everyone likes to see old houses renovated," McDonell said. "And they all have stories behind them."

If all goes according to plan, Summey hopes the area will become popular enough to attract water taxis.

"Our ultimate goal is to get Montague from 526 to the river," Summey said. "And on the river, become the center of North Charleston."

The 40 buildings in the Charleston Navy Yard Officer's Quarters Historic District were added to the National Register of Historic Places in 2007, in part because the buildings thoroughly represent the architectural styles of military housing.

From its initial construction until World War I, the base's designers worked with eclectic late Victorian and early 20th century designs. Quarters F, an all-white Victorian-style home, was built in 1898 and was originally the "pretty little cottage" of the keeper of Chicora Park, which preceded the naval base.

The National Register describes the 6,402-square-foot Victorian-era home as "quintessential Lowcountry Colonial Revival home design." It is currently used as an event venue.

The city council voted Thursday to allow the city commission to bid for a design firm to create a permanent year-round bedding on the second floor. Summey said an outside company will help design the ground floor for continued use as an event venue, as well as a living room for overnight accommodation and breakfast.

"We have people who know what kind of furniture can go in and out," Summey said.

RDA member Deborah Summey, the mayor's wife, and RDA Executive Director Robert Ryan, along with three city employees, are part of the five-member committee.

The house is located next to the Chapel of the Eternal Father of the Sea, a non-denominational church built in 1942, which was moved and later renovated. The chapel is mainly used as a wedding venue.

The City Council is expected to vote on March 22 on a deal that would allow the RDA to operate rent-free for 10 years and renovate Block A, the base's original Admiral's House, which doubles as a lodge.

Built in 1905, the two-storey neoclassical Admiral House is in need of a complete renovation. It sits atop one of the base's tallest hills and faces south through a canopy of live oaks.

The building continues to serve its original purpose while RDA employees work from the building. This Italianate Renaissance Revival style of architecture was popular in the early 20th century.
